Proposal Phases

Phase 1: VP idea

An VP Idea is submitted, as a post, in VoxDAO Forum and must receive moderator confirmation that it complies with VoxDAO guidelines before it appears to the community. The person or people submitting the VP Idea will be referred to as the author. The VP idea informally gathers comments via forum for 5 days. VoxDAO proposals are open to all VoxCitizens NFT and $VXL holders. Note: Moderator can mark the VP idea as critical, if he does, the VP idea automatically moves to phase 3.

Phase 2: VP submission After 3 days of informal discussion, the moderator closes the topic and sends a VP template to the author; they also assign a category and a priority to the proposal.

The moderator may also inform the author of incorrect or missing information that needs to be changed or clarifications that need to be made. If the author does not respond to those moderator requests within 20 days, the VP Draft will be automatically rejected.

When the moderator receives the VP correctly filled in, he marks it as complete and sends it to the next stage. Phase 3: Administrative and technical review

This phase's main objective is to validate the proposal and attach a report to the VP, so that the votes in the next phase are carried out with all the information available and will be analysed as follows: 1. Routine analysis - Legal considerations - Potential conflicts of interests - Proposal directly conflicts - Administrative aspects - Compliance with the values โ€‹โ€‹of Voxel x Network

Note: in case of conflict or doubt, the proposal can be sent back to the author for clarification or reconstruction. 2. Technical Analysis - Expected costs - Implementation implications - Implementation time expect - Third-party review (if necessary)

After the analysis, the VP can be tagged as Not Approved, if its implementation is not possible/feasible or tagged as Approved and sent to the next phase together with the corresponding report.

During any step of the analysis, if there is suspicion of fraud or law violation, the VP will be tagged as Rejected.

Critical proposals: these proposals will be dealt with as soon as possible, if they are valid, they will be promptly sent to implementation without vote.

Critical proposals cannot execute transfers but they can cancel suspicious ones.

Phase 4: VoxCitizens confirmation

The VoxCitizens holders are responsible for validating the proposals, ensuring that VoxDAO will only submit proposals to the community that are duly scrutinized and matured.

Proposals that obtain a validation of more than 50%, move into phase 5. The remaining proposals are marked as "Non-Validated", these can be sent back to a new scrutiny after 3 months.

If the VP involves spending more than 10% of the VoxDao treasury, it must have an approval above 75%.

Phase 5: VP Vote

After VoxCitizens validation the VP will be made available for voting by the community.

Proposals that obtain an approval of more than 50%, move into Implementation.

The remaining proposals are marked as "Not-Approved", these can be sent back to a new scrutiny after 6 months.

Phase 6: Implementation All Approved VPs, the implementation will begin based on the steps referred in the VP template and according analysis of time expectations. Proposal Conflicts If a suggested proposal directly conflicts with a proposal that is currently up for vote, the second proposal should not go for a vote until a decision is made on the first proposal to avoid approval of opposing requirements until a decision is made on the first proposal.
